Virginia City, Montana was the center of Vigilante activity during the Civil War years. These men took the law into their own hands. "Conviction" consisted of the opinions of the men who led the killing at the moment. Their method of execution was usually strangling, not a merciful and quick hanging. It is said that they had to act thus and take the law into their own hands because the sheriff, was secretly the leader of the road agents who stole the gold loads. Three weeks after the Vigilance Committee was formed near 1865, over 24 of the suspected road agents had been hanged. Sheriff Henry Plummer, the suspected leader, was hanged in Bannack. The robberies and murders soon stopped.
